Each service, we regret to report that we are unable to come to any unanimous decision as to the main question, that of the location of the Barrack and Hospitals. A plan of the Peninsula is enclosed marked with the letters referred to in this Report.
We are agreed as to the necessity of establishing a Naval Coal Depot at D and consider that the sea frontage required for Military and Commissariat Stores will be best situated next to this as it will less interrupt the traffic there than elsewhere.
For the Powder Magazine the site L is well adapted as it is near a landing place, altogether concealed from the sea-harbour and protected by a proposed Military work on the height above it.
Plan
The whole of the available building ground which lies South of the very rugged hills which extend over the wide part of the Peninsula being required for Public, Civil and Military buildings, and for the residences of Europeans, the parade must be placed on the low ground now principally under cultivation. The valley I' is recommended for the purpose as it is spacious and conveniently situated.
An outlay of £2 or 3,000 is required to cut down the Central mound and raise the general site sufficiently above the water level, but this will involve no additional expense as it is in any case necessary to render the neighbourhood healthy.
